    摘要:

    提升绿色创新效率是促进经济绿色发展的重要举措,而创新资源的空间错配严重抑制了效率的提升。在数字化浪潮下,探究数字经济能否通过改善创新资源的空间错配进而促进城市绿色创新效率的提升具有重要意义。基于2006—2022年282个城市的样本数据,构建系统GMM模型进行实证研究。研究发现,中国总体上创新人力资源配置过度而研发资本配置不足,东部城市的创新资源配置不足,西部及东北部城市的创新资源配置过度;数字经济能够缓解创新资源的空间错配,进而促进绿色创新效率的提升。进一步研究发现,数字经济对创新资源空间错配及其绿色创新效率的影响存在地区和城市级别的差异,并且创新资源空间错配方向的不同也会影响估计结果。研究结论从数字经济的视角为优化创新资源的空间配置和提升城市绿色创新效率提供了理论支撑和政策建议。

    Abstract:

    Improving green innovation efficiency is important to promote green economic development, but the spatial misallocation of innovation resources seriously inhibits efficiency improvement. Under the wave of digitalization, it is significant to explore whether the digital economy can promote urban green innovation efficiency by improving the spatial misallocation of innovation resources. Based on the panel data of 282 prefectures or higher-level cities from 2006 to 2022, it built the system GMM model to examine the empirical questions. The results show that China is generally under-allocated in terms of innovative human resources and over-allocated in terms of R&D capital; and by region, cities in the east are under-allocated and cities in the west and northeast are over-allocated. The digital economy can alleviate the spatial misallocation of innovation resources, thereby improving green innovation efficiency. Further studies find that there are regional and city-level differences in the impact of digital economy on the spatial misallocation of innovation resources and their green innovation efficiency, and differences in the direction of the spatial misallocation of innovation resources also affect results. From the digital economy perspective, it provides theoretical support and policy suggestions for optimizing the spatial allocation of innovation resources and improving urban green innovation efficiency.
