产业政策作用于微观企业创新绩效的传导效果是当前学术界和政策制定者关注的核心问题.本文以2006—2015年我国部委及以上级别部门发布的181项风电产业政策为研究对象,具体探讨了产业政策对风电企业创新绩效的影响及作用机制.研究结果表明:产业政策对风电企业研发投入和创新绩效具有显著的促进作用;企业研发投入在产业政策对企业创新绩效的影响过程中起部分中介作用;同时,区域创新环境在上述影响过程中具有调节作用,且在不同作用路径上调节效应差异明显.引入时滞后的实证分析表明: 风电产业政策存在显著的滞后效应,产业政策实施的当年对风电企业研发投入和创新绩效均有显著的正向影响,而滞后1~2年则对两者均产生抑制作用,我国风电产业政策实施前期更多表现为政策的促进效应,政策实施的后期更多表现为“挤出”效应.最后,本文探讨了相应的政策建议,以期为我国风电产业政策更好地服务于企业创新绩效提升提供有益的思路. |

Effect Mechanism of Industrial Policies on Innovation Performance of Wind Power Enterprises——Considering Time Lag and Regional Innovation Environment |

The transmission effect of industrial policy on innovation performance of micro enterprises is the core issue that academics and policy makers are concerning at present. Based on the 181 wind power industrial policies issued by the country's departments at the ministerial level and above from year 2006 to 2015, it discussed effect mechanism of industrial policies on innovation performance of wind power enterprises in detail. The research results show as follows: industrial policy has a positive effect on R&D investment and innovation performance of wind power enterprises; enterprises' R&D investment has a partially mediated effect between industrial policies and innovation performance of enterprises. Meanwhile, regional innovation environment plays a moderating role in the above process, and the moderating role in different pathways has significant differences. After introducing the time lag, the empirical analysis shows that there is a significant lag effect on wind power industrial policy, and industrial policy of wind power implementation in that year has significantly positive effect on R&D investment and innovation performance of wind power enterprises, but it has an inhibitory effect on both after lagging a year and 2 years, indicating that industrial policy on R&D investment and innovation performance of wind power enterprises has more promotion effect in that year and more “crowding out” effect in later period. Finally, it discussed the corresponding suggestions in order to provide the beneficial ideas for the wind power industrial policy to better serve the improvement in the innovation performance of wind power enterprises. |
