本文以中国政府2008年逐步实施的创新型城市政策试点作为准自然实验,结合政策试点前后的制造业企业数据,采用多期双重差分法系统评估了创新型城市政策试点对制造业全要素生产率的影响。研究表明,创新型城市政策不仅显著提高了政策实施城市企业全要素生产率,而且能通过降低行业全要素生产率分散化程度、提高市场份额再配置效率促进制造业全要素生产率增长。本文为客观评估我国近年来国家创新城市政策实施绩效提供了微观依据,同时对于如何有效提高我国制造业全要素生产率具有一定的政策启示。 |

It took the pilot of innovative city policy gradually implemented by the Chinese government since 2008 as a quasi natural experiment. Combined with the data of manufacturing enterprises before and after the policy pilot, it used the multi-period differences-in-differences method to systematically evaluate the impact of innovative city policy pilot on the total factor productivity of manufacturing industry. The results show that the innovative city policy can not only significantly improve the total factor productivity of enterprises in the cities where the policy is implemented, but also significantly promote the optimal allocation of resources by reducing the decentralization degree of industry total factor productivity. It further finds that the innovative city policy pilot promotes the total factor productivity growth of manufacturing industry by improving the efficiency of market share redistribution. It provides a micro basis for objectively evaluating the performance of China’s national innovative policy implementation in recent years, and has some policy implications on how to effectively promote the total factor productivity of China’s manufacturing enterprises. |
