数据作为关键的生产要素,极大地影响着高校科研管理和现代化水平,但是当前高校科研项目数据质量无法满足要素资源价值充分挖掘和释放的需求。本文结合科研项目数据管理理论以及国外先进经验,以哈尔滨工业大学科研项目数据管理为例,从提高科研项目数据质量出发,对数据产生、存储、加工和应用的生命周期进行综合分析,将治理理念及政策要求整合迭代为科研项目全过程管理的流程再造,为持续促进一流大学以高质量科研项目数据为关键要素的科研管理能力的全面提升提供系统化思考。 |

Data as a key factor of production, greatly affects the scientific research management and modernization level of colleges. However, the current data quality of scientific research projects in colleges and universities can not fully explore and release the value of resources. Therefore, it took the scientific research project data management experience of Harbin University of technology as an example, starting from improving the quality of scientific research project data, it comprehensively analyzed the life cycle of data generation, storage, processing and application, and integrates and iterates the governance concepts and policy requirements into the process reengineering of the whole-process management of scientific research projects, so as to continuously promote the overall improvement of the scientific research project management ability of first-class universities with high-quality scientific research data as the key element. |
