分析环境政策对环境偏向型技术进步的影响及其机制对于我国节能减排和绿色低碳发展具有重要的理论价值和实践意义。本文首先基于ACEMOGLU等的环境技术进步偏向模型数理演绎了环境税和研发补贴对环境偏向型技术进步的影响及其机制,然后采用标准化供给面系统法测度了我国30个省份1997—2017年的环境技术进步偏向指数,最后利用动态空间面板模型实证分析了这两种环境政策及其政策组合对环境偏向型技术进步的影响及其机制。研究发现:我国环境技术进步整体上偏向于清洁生产,但仍有不少省份环境技术进步偏向于非清洁生产;环境税与环境偏向型技术进步之间存在显著的U形关系,而当前我国大多数地区环境税低于拐点,即环境税使得环境技术进步偏向于非清洁生产,研发补贴和政策组合有利于环境技术进步偏向于清洁生产;环境税、研发补贴及其政策组合均是通过抑制价格效应和扩大市场规模效应进而对环境偏向型技术进步产生影响,但环境税引致的价格效应大于市场规模效应,而研发补贴和政策组合引致的市场规模效应大于价格效应。 |

Analyzing the impact of environmental policies on environmental directed technical change and its mechanisms has important theoretical and practical significance for Chinese energy conservation, emission reduction and green low-carbon development. Firstly,it analyzed the effect mechanism of environmental tax and R&D subsidies on environmental directed technical change on the basis of expanding ACEMOGLU’s environmental directed technical change model; then it used standardized supply surface system method to measure environmental directed technical change index of 30 provinces in China from 1997 to 2017. Based on it, the dynamic spatial panel model was used to empirically analyze the impact and mechanism of environmental taxes and R&D subsidies, as well as their combinations on environmental directed technical change. The results show that China’s environmental technical change is generally biased towards cleaner production, but there are still many provinces in which environmental technical change is biased towards non-cleaner production. There is a significant U-shaped relationship between environmental taxes and environmental directed technical change, while environmental taxes in most regions of China are below the inflection point, that is, environmental taxes make environmental technical change biased non-cleaner production. The combination of subsidies and policies is significantly conducive to environmental technical change biased cleaner production. Environmental taxes, R&D subsidies and their policy combinations all affect the environmental directed technical change by suppressing price effects and expanding market size effects, but the price effect caused by environmental taxes is greater than the market size effect, white the market size effect caused by the combination of R&D subsidies and policies is greater than the price effect. |
