利用2013—2019年制造企业及新基建面板数据,探究新基建对企业绿色技术创新的影响机制以及产业集聚的调节效应,主要研究结果如下。目前大量投入信息基础设施建设总体上能有效促进企业绿色技术创新的“量质齐升”,对高质量绿色技术创新尤为有利,并且在以制造业产业集聚水平为门槛进行的检验中得到佐证;但产业集聚存在的拥堵效应会阻碍这一促进进程。从总体看,融合基础设施投入对企业绿色技术创新“量与质”的提升具有显著的促进作用,但在不同地区和工业化水平上表现差异较大。融合基础设施显著提升东部企业以及工业化程度较高省份企业的绿色技术创新能力,但对中西部和工业化程度较低省份的企业尚未显现促进作用;产业集群的规模效应会抵销部分融合基础设施之于工业化程度较高省份企业绿色技术创新的积极影响。研究样本期间内,仓促加大创新基础设施建设投资不利于企业绿色技术创新“量质齐升”,但产业集聚的扩散效应能从总体上缓解这种不利影响。当制造业产业集聚水平跨越1.335的拐点后,增加创新基础设施建设投资会极大促进企业高质量绿色技术创新。研究结论可为重点规划布局新基建投入类型与企业绿色转型营造良好条件环境提供参考借鉴,助力我国产业结构升级。 |

New Infrastructure, Industrial Agglomeration and Green Technology Innovation—An Empirical Analysis Based on the Data of Manufacturing Enterprises |

Using the panel data of manufacturing enterprises and new infrastructure from 2013 to 2019, it explored the impact mechanism of new infrastructure on enterprise green technology innovation and the moderating effect of industrial agglomeration. The results are as following. At present, a significant positive effect of a large amount of investment in information infrastructure construction on the ‘quantity and quality’ of green technology innovation is identified on the whole, especially for high-quality green technology innovation, which is supported by the test based on the threshold of manufacturing industry agglomeration level. However, the congestion effect of industrial agglomeration hinders this promotion process. In general, integrated infrastructure investment has a significant role in promoting the ‘quantity and quality’ of green technology innovation of enterprises, but it is quite different in different regions and at the different level of industrialization. The integration of infrastructure has significantly improved green technology innovation capability of enterprises in eastern China and provinces with higher industrialization, but has not yet played a role in promoting the enterprises in central and western China and provinces with lower industrialization. The scale effect of industrial clusters offsets the positive impact of some integrated infrastructure on green technology innovation of enterprises in provinces with higher industrialization. During the sample period, hastily increasing investment in innovation infrastructure construction is not conducive to the ‘simultaneous improvement of quantity and quality’ of green technology innovation. But the diffusion effect of industrial agglomeration alleviates this adverse effect on the whole. Then, when the industrial agglomeration level of manufacturing industry crosses the inflection point of 1.335, increasing investment in innovation infrastructure construction greatly promotes high-quality green technology innovation of enterprises. The conclusions provide reference suggestions for the key planning and layout of new infrastructure investment types, and effectively create a good environment for the green transformation of enterprises, which is aimed at promoting China’s industrial structure upgrading. |
