本文构建了包含旅行时间成本和商品贸易成本的新经济地理学模型,阐释了高铁通过促进知识溢出进而影响区域创新差距的作用机理。研究发现,在商品贸易成本既定的情况下,压缩旅行时间可能会加剧创新要素的空间极化,但区域创新差距却可能由于高铁的知识溢出效应而得以缩小。通过构建知识溢出指数和分解的区域创新基尼系数,实证结果表明,高铁建设显著提升了区域创新整体绩效,但同时也拉大了高铁城市之间的创新差距,使之成为区域创新总体差距的主要来源。异质性分析表明,高铁在中西部地区拉大了高铁城市组内部的创新差距,而在东部地区高铁却缩小了组内创新差距对整体差距的贡献度;高铁主要增大了中小城市创新差距对区域创新总体差距的贡献程度。此外,降低商品贸易成本能够显著提升高铁对区域创新的影响程度,呈现出不同类型交通基础设施对区域创新的协同促进作用。文章对于高铁网络下提高创新资源配置效率,促进区域协调发展以及在建设全国统一大市场背景下协同推进区域之间商品和创新要素一体化具有启示意义。 |

Transportation infrastructure construction and regional innovation gap——Analysis based on knowledge spillover effect of HSR |

This paper constructs a new economic geography model that incorporates travel time costs and commodity trade costs, and explains the mechanism through which high-speed rail affects regional innovation gaps by facilitating knowledge spillovers. The study finds that reducing travel times may exacerbate the spatial polarization of innovation factors under given commodity trade costs, but regional innovation gaps may narrow due to the knowledge spillover effects of high-speed rail. By constructing a knowledge spillover index and decomposing the regional innovation Gini coefficient, empirical results show that high-speed rail construction significantly improves overall regional innovation performance, but also widens innovation gaps between high-speed rail cities, making it a major source of overall regional innovation gaps. Heterogeneity analysis shows that high-speed rail widened innovation gaps within high-speed rail city groups in central and western China, while narrowing group-internal innovation gaps and their contribution to overall gaps in eastern China. High-speed rail mainly enlarged the contribution of innovation gaps in small and medium-sized cities to overall regional innovation gaps. In addition, reducing commodity trade costs can significantly enhance the impact of high-speed rail on regional innovation, exhibiting a synergistic effect of different types of transportation infrastructure on regional innovation. The paper provides implications for improving innovation resource allocation efficiency under the high-speed rail network, promoting coordinated regional development, and jointly advancing the integration of regional commodity and innovation factors under the national unified large market. |
