Strengthening agricultural technology innovation is necessary to achieve agricultural high-quality development. It calculated the green total factor efficiency of agriculture with the panel data of 30 Chinese provinces from 2004 to 2017， and defined the index as agricultural development quality. On this basis， it systematically examined the impact of agricultural technology innovation on agricultural development quality with spatial panel Durbin model from the perspective of spatial. The conclusions are as follows. Agricultural technology innovation has a significant promotion impact on agricultural development quality， which is derived from the direct effect of agricultural technological innovation in the local province and the spatial spillover effect of agricultural technological innovation in neighboring provinces. Agricultural development quality mainly depends on the rural human capital for agricultural high-quality development， especially for rural labor’s human capital. Strengthening the local environmental regulation are conducive to improve the promotion effect of agricultural technology innovation on agricultural development quality， but it weakens the spatial promotion of agricultural technological innovation in other provinces. The findings promote the research on agricultural technology innovation and agricultural development quality， and contribute to the realization of high-quality agricultural development in China.
