Supply chain resilience and security is an important supporting force to alleviate the current structural imbalance between supply and demand in China and promote high-quality economic development. It analyzed the connotation of supply chain resilience and security， and the internal logic and transmission mechanism of supply chain resilience and security empowered by data elements. The results show that data elements have significantly improved supply chain resilience and security； data elements empower supply chain resilience and security by alleviating financing constraints and accelerating the construction of open innovation ecosystems； digital transformation of enterprises has a positive moderating effect on the empowering effect； data elements show stronger empollering effect in enterprises with a higher development level of the digital economy， a lower level of environmental uncertainty， and the state-owned enterprises （SOEs）. The research findings clarify the value creation ability of data elements on supply chain resilience and security at the micro enterprise level， and provide new insights for promoting the organic integration of digital economy and real economy.
