    当前,全球科技竞争日益激烈,关键核心技术成为大国博弈的焦点,我国在大国重器领域的赶超经验为实现中国式现代化高质量发展提供了新思路。现有研究关注以领先者为参照的单向追赶视角,而未充分探讨领先者与追赶者之间竞争动态交互过程。本文基于动态竞争理论的“行动—回应”框架,选取铁建重工的盾构机技术追赶过程为研究对象,深入剖析中国盾构技术在赶超过程中的动态竞争交互机制。研究发现:技术赶超过程中,领先者与追赶者间的竞争性战略行动呈现复杂互动,表现为“领先者敌对性防御—追赶者隐蔽式进攻—领先者攻击性行动—追赶者主动式防御”的复杂迭代交互模式。领先者与追赶者的角色属性随着竞争阶段发生逆转:在追赶阶段,领先者重视防御,追赶者重视攻击;在超越阶段,领先者重视攻击,追赶者重视防御。不同于一些先突破基础性技术、再追求更高层次技术突破的秩序性逻辑,在国之重器盾构机领域遵循的是一种从整体系统到局部技术锚点的逆向逻辑。本文不仅丰富了大国重器技术赶超研究,也为后发企业追赶实践提供了理论和实践指导。

    Abstract:

    At present, global scientific and technological competition is becoming increasingly fierce, and key core technologies have become the focus of the game of great powers. The experiences of catching up in major national equipment provide new insights for China’s modernization and high-quality development. Existing studies have focused on a unidirectional catching-up perspective with reference to the leader, without fully exploring the dynamic competitive interaction process between the leader and the catching-up. Based on the “action-response” framework of dynamic competition theory, it selected the shield machine technology catching-up process of China Railway Construction Heavy Industry Corporation Limited (CRCHI) as the research object to investigate the dynamic competitive interaction mechanisms in China’s shield technology catching-up process. The results reveal that during the technological catching-up process, the competitive strategic actions between the leader and the catching-up exhibit complex interactions, characterized by a complex iterative interaction pattern of “hostile defense of the leader-stealthy offense of the catching-up-aggressive action of the leader-proactive precautionary of the catching-up”. Leader and catching-up character attributes reverse with the stage of competition. In the catch-up stage, the leader values defense and the catching-up values attack; in the overtaking stage, the leader values attack and the catching-up values defense. Different from some of the first breakthroughs in basic technology, and then the pursuit of higher-level technological breakthroughs in the order of logic, the shield machine field follows a kind of reverse logic from the overall system to the local technology anchor point. It not only enriches the research on catching-up in major national equipment technologies, but also provides theoretical and practical guidance for the catching-up practices of latecomer firms.
